Greenstone Corp. is preparing to begin construction on its first multifamily housing project at the Mead Works development in north Spokane County, according to Joe Frank, the president and CEO of the Liberty Lake-based company. The roughly $8.3 million initiative is located at 2137 E. Redona and will consist of 80 garden-style apartments across eight two-story buildings. The market-rate units will feature one-, two-, and three-bedroom layouts, with the first units expected to come online in about a year.

Frank says the apartments will range in size from 700 to 1,200 square feet. Most of the buildings will include one-car garages for each unit. The developer designed the apartments themselves, while Rockwood Property Management LLC will handle leasing. This marks the first multifamily phase of the larger Mead Works project, with Frank noting that construction is imminent.

The new apartments will sit on the northwest corner of the development along Mellon Parkway, which is currently being built to connect the site to Farwell and Hawthorne Roads. The southern portion of the complex will face the Costco gas station, while the northern portion sits across a vacant lot. The development spans over 300 acres north of the long-defunct Kaiser Aluminum smelter and abuts the north Costco store.

Greenstone’s broader plan for Mead Works includes building over 1,400 residential units and one million square feet of commercial retail space. The project will also feature a system of trails, parks, and open spaces. The overall endeavor is expected to cost about $1 billion to complete and will be developed over 20 years.

Expanding the Mead Works community

The new multifamily project follows residential construction that has so far focused largely on single-family homes and Trutina, an age-restricted enclave for the 55-and-over crowd located on the northeast corner of the development. Greenstone is currently in the midst of building 150 residential units, which are comprised of single-family homes, small cottage homes, and townhouses. The company has sold 13 single-family homes at Mead Works, with six more pending and 17 others in various stages of construction. Within the Trutina community, about 14 homes are currently being constructed or in the permit process, with about 10 sales completed so far.

According to the Mead Works website, the development offers several home designs with floor plans bearing names such as Astoria, Oak Harbor, Lilac, and Sequoia. Prices listed for homes range from about $430,000 for a two bed, two bath cottage home, to about $750,000 for a five bedroom, three-and-a-half bath “plus home.”

Elsewhere at Mead Works, Greenstone is making progress on a walkable mixed-use business district at the heart of the development, about three blocks east of Costco. The urban center will straddle Renshaw Avenue and include community recreational and gathering spaces, retail and restaurant spaces, and a surface parking lot. Frank says the company aims to start construction on this district at the end of 2027, with a planned opening in 2028. He described the center as a small, walkable town intended to serve the local area.

The development is being built with an emphasis on multimodal pathways and recreation areas. To support this vision, a future bus stop is planned for the southeast corner of Mellon Parkway and Farwell Road. Spokane Transit Authority purchased 20 acres of vacant land at that corner last July for $11.3 million. The STA plans to extend service to a new Mead Transit Center on a fast route via downtown Spokane, Division Street, and Newport Highway.

Greenstone is the developer behind some of the region’s largest and most well-known mixed-use developments, including the Kendall Yards urban village northwest of downtown Spokane and the 900-acre River District in Liberty Lake.
